Reorganization of Shelter, Rapid Rehousing and Homelessnesss Prevention Services

As of Wednesday, July 1, 2009, the Department of Housing and Community Development (DHCD) will begin to oversee the state’s shelter, re-housing, and stabilization programs for both families and individuals who are experiencing homelessness. Previously, these programs had been administered by the Department of Transitional Assistance (DTA). These programs will now be part of the newly created DHCD Division of Housing Stabilization, under the direction of Bob Pulster (who currently is the Executive Director of the Massachusetts Interagency Council on Housing and Homelessness).

This reorganization is designed to:

  • Incorporate the family and individual housing programs into the Commonwealth’s housing delivery system by integrating the Department of Transitional Assistance’s (DTA) individual and family emergency shelter programs into the Department of Housing and Community Development (DHCD) and
  • Re–engineer the emergency housing response delivery system by 1) re-invigorating prevention strategies, 2) ensuring rapid re-housing by indentifying sustainable housing placement for families and individuals, 3) implementing an immediate and comprehensive uniform assessment tool and 4) offering case management and housing sustainability services upon placement. 
Due to the state’s direct administration of the Emergency Assistance (EA) shelter and services program for families (state employees are responsible for taking applications, determining eligibility, and delivering shelter and other services to eligible families), the impact of this transition on services for families is greater than for unaccompanied individuals. The delivery of homeless services for individuals will remain largely unchanged with unaccompanied individuals accessing services through the local shelters and organizations within their own or a neighboring community.
