Commission to End Homelessness /Interagency Council on Homelessness and Housing The Commission to End Homelessness released it multiyear plan for eliminating homelessness within the Commonwealth in January, 2008. The Commission's recommnedations included the funding of a reserve account under the Executive Office of Administration and Finance to implement the commission's plan. The final FY'08 budget provides $8.25 million for this reserve account. The Legislature funded this line item while at the same time maintaining the safety net for individuals and families experiencing homelessness. This reserve account, along with an additional $1.75 million from the Massachusetts Housing Finance Agency, will be used to begin the first phase of the implementation of the Commission to End Homelessness' recommendations. The line item language requires the Director of the Department of Housing and Community Development to submit a plan for how these funds will be used prior to expending any money from this account. This expenditure plan must be approved by Executive Office Administration and Finance (EOAF). Line item language requires DHCD to submit this plan to EOAF and to the Senate and House chairs of the Joint Committee on Ways and Means by September 1, 2008 . The Interagency Council on Housing and Homelessness is the state agency charged with moving this plan forward. The ICHH is preparing a Request for Proposals which will fund six regional housing networks to pilot key components of the Commission's recommendations.
